On Friday, three members of the U.S. House of Representatives—Deborah Ross, Marc Veasey, and Raja Krishnamoorthi—introduced a resolution to end the national emergency declaration that led to tariffs of up to 50% on imports from India. Their argument? These measures are harmful to American workers, consumers, and the overall relationship between the two countries.
This resolution mirrors a bipartisan effort in the Senate to address similar tariffs on Brazil, further highlighting the growing concern over the President's ability to impose import duties using emergency powers.
The core of the resolution focuses on rescinding the additional 25% 'secondary' duties imposed on India on August 27, 2025. These duties, combined with earlier reciprocal tariffs, significantly increased the cost of many Indian-origin products, reaching a total of 50% under the International Emergency Economic Powers Act (IEEPA).
Congresswoman Ross emphasized the strong economic ties between her state, North Carolina, and India. She pointed out that Indian companies have invested over a billion dollars in North Carolina, creating thousands of jobs in vital sectors like life sciences and technology. Moreover, North Carolina manufacturers export hundreds of millions of dollars in goods to India annually.
Congressman Veasey echoed this sentiment, stating that India is a crucial partner and that the tariffs act as a tax on everyday Americans already facing rising costs.
And this is the part most people miss... Congressman Krishnamoorthi argued that the tariffs are counterproductive, disrupting supply chains, harming American workers, and driving up costs for consumers. He believes ending these tariffs would strengthen economic and security cooperation between the U.S. and India.
This resolution is part of a broader effort by congressional Democrats to challenge Trump's trade policies and reshape America's relationship with India. In October, these same lawmakers, along with Congressman Ro Khanna and 19 other members of Congress, urged the President to reverse his tariff policies and mend strained ties with India.
But here's where it gets controversial... The lawmakers are also aiming to reclaim Congress's constitutional authority over trade, preventing the President from unilaterally imposing trade policies using emergency powers.
The tariffs, which began with a 25% levy on Indian goods on August 1, were later increased by another 25%, reaching a total of 50%. The justification for these tariffs was India's continued purchase of Russian oil, which the U.S. claimed was supporting Moscow's war efforts in Ukraine.
